What is Form WH-347?

Form WH-347 is the U.S. Department of Labor's weekly certified payroll form used by contractors and subcontractors on federal or federally assisted construction contracts subject to the Davis-Bacon and Related Acts (DBRA). It documents that every worker was paid at least the prevailing wage and fringe benefits required for their labor classification.

While the form itself is optional, contractors must still submit payroll information weekly and include a signed Statement of Compliance with identical wording. Filing false statements can result in penalties under 18 U.S.C. § 1001, including fines and imprisonment of up to five years.

Who must file WH-347?

Any contractor or subcontractor working on a federal or federally financed construction project covered by the Davis-Bacon Act must submit a certified payroll each week. This applies to prime contractors and subcontractors of any tier, on projects such as highways, federal buildings, public housing, and other infrastructure work.

What data does WH-347 require?

The form is two pages and collects detailed payroll information for each worker on the project.

Page 1 - Payroll details

  • Project name, contract number, location, and week ending date
  • Contractor or subcontractor business name and address
  • Wage determination number and revision
  • Worker name, entry number, and identifying number (not full SSN)
  • Labor classification and whether the worker is a journeyworker or registered apprentice
  • Hours worked each day, broken into straight time and overtime
  • Hourly wage rate paid for straight time and overtime
  • Fringe benefit credit or cash payment in lieu of fringe benefits
  • Gross pay, deductions, and net payment for all work

  • Certifying official name, title, signature, date, phone, and email
